MVTV District Discusses Property Tax Assessment

The Moapa Valley Television Maintenance District (MVTVD) Board of Directors met on Tuesday, March 4 and discussed details of the property tax assessment it is proposing to place on residents of the district.

The board identified and selected the specific classes of property owners that would receive the assessment. Board members agreed that all improved residential categories should be included in the assessment.

When it came to commercial categories a discussion among board members ensued. A total of 14 commercial categories were being considered. These included categories like hotels, motels, barber shops, offices, movie theatres, retail stores, restaurants, taverns, service stations and trailer parks. The board members wanted to be careful that the categories included in the assessment were justifiable potential users of MVTVD services.

“Just realize that whatever we put needs to make sense,” said Board Member, Roy Wilmer. “Are these forty or so items worth the possibility that the District Attorney will throw the whole thing out?”

But MVTVD Chairman, Daniel Pray pointed out that the Board had planned to use some of the categories from the beginning. “We have always said that hotels and motels ought to be included,” Pray said. “And we always planned to include the trailer park. But all the other businesses are flexible. I think it just depends on what the board members feel about it.” Board member, David Borcher suggested that the list of commercial categories be narrowed down to only four categories to be included. The categories he named were hotels, motels, restaurants, and RV parks. “I think that other than those four, we should leave the rest alone,” Borcher said.

This suggestion received general agreement among board members. Wilmer made a motion that the proposed assessment should include all residential and only the four commercial categories which had been mentioned. The motion was approved unanimously.

Wilmer then made a motion that the assessment should be a $24 flat fee annually. This motion carried unanimously.

The MVTVD Board then scheduled a public hearing regarding the proposed assessment. The hearing will allow the public to come and learn about what is being proposed and to provide feedback to board members. This hearing will be held on Tuesday, April 1 at 7:00 p.m. in the Overton Community Center.
